Fiscal Stability
Balanced the city budget and turned a deficit into a surplus through smart urban planning and transparent fiscal oversight.
Quarry Lake acquired through the efforts of Councilmembers Kerr and Thompson will provide an additional 1 million gallons of water per day. Cost to the City was $1.
Infrastructure Renewal
Secured funding for the largest infrastructure project in Monroe's history, repairing miles of critical roadways and local bridges.
Councilman Kerr helped secure $6M for construction of a manned airport control tower to promote safety and economic development.
Community Safety
Launched successful neighborhood safety initiatives that improved response times and fostered community engagement across all districts.
Dedicated a new state of the art police department facility providing the space and tools they needed as well as a compensation adjustment to make them competitive with any department in the state.

On Thursday, January 29, 2026, St. Paul's Episcopal Church hosted a "Get to Know the Candidates" meeting. Two mayoral candidates (David Dotson, Pat Kahle) plus five city council candidates (Surlata Anthony, James Kerr, Parker Mills, Julie Thompson, Gary Anderson) participated. The goal of the meeting was to let voters know more about the candidates before the upcoming Primary.
Melinda Plue opened the meeting, Phillip Hinson, Deputy Director of the Union County Board of Elections, spoke on the voting schedule and opportunities to vote, and Dr. Joseph Ellis of Wingate University was the moderator.
